instrument light fuse keeps blowing

If I read your first post correctly the fuse does not blow if you have the headlights off. To me that means that circuit is ok and there is an issue with your headlight switch
then I misunderstood you....I guess you'll have to trace the wires. Have you done any work on the interior like replace the radio or the cigarette lighter?
the orange wire is the illumination on the radio and the grey wire is the wire for the lights in the car.
