why would there not be any power to the breaker? That would mean something behind the fuse block of wiring burnt out. Nothing every indicated there was any smoke or short or burn....

if you are going to assume instead of a test good luck in tracking down the problem

You have a point. But when you don't know exactly which fuse to measure or what side for voltage, it sort of puts a damper on trying to fix it.

there is no fuse for the rear defog, it is a 30 amp breaker circled in red, there will be a white wire feeding the rear defog in the yellow circle.

OK I spoke with the engineer here at work. He went to the GM Parts website and found out there is a TIMER RELAY for the defroster that is not in the switch. It goes with part # 25515822 (switch). The relay # is 10014885. Now does anyone know where this relay is located on my Regal? The schematic says location of relay is C181 and location of switch (25515822) is C182.

That diagram is from an older G body and probably isn't relevant to your car. I think the diagram 69hurstolds posted on page 1 is closer to your application.

That is listed for an 84 Monte Carlo so I have no idea if that fits your application. Have you removed any of the dash to try to test for current and to trace wires to see where and if there is an relay other than the one in the fuse box? Have you tested to see if there is any current at the back window when you have the rear defog on?
