Will the ECU still work to control the lock up function for the converter if everything else like dist, carb, emmisions etc. are disconnected just leaving the plug in the trans with power and ground, I am assuming it needs inputs to know when to lock up.

No, the CCC system is an all or nothing system. You are better off leaving the CCC system intact.

Square bodys with lock up trans use a vacuum switch on the engine tired into a stand alone harness that could work.

I already have the B & M above and am in the process of installing that now.
So do you have this installed already and how do you like it?
Did you have to go into the valve body?

I just finished the under car part of the install and the wiring through my firewall looks long enough that you could probably mount the unit in the back seat.
I guess it would give you the option to mount it in the glovebox or something.

I locks at 45mph and you just chug along.

Not meant to have fun with

The guys I know that have it put a switch in the line to turn it off and on.

but the painless kit has the vacuum switch included to unlock the torque converter at part throttle. just like the pre-ecm factory design. i've used this style and was quite happy with it.
are people not using the vacuum switch?
