While recently installing new wiper arms and adjusting them to park when shut off, I noticed a mounting pad (see photos) on the driver’s side of the cowl, under the wiper arm. Anyone know what might get mounted here? I presume it’s for an optional item, just don’t know what.

your paint code tag was screwed there originally.
If it came with one. A lot of people call it a trim or cowl tag because it had some of the major options and paint/seat codes on it and it's located...on the cowl. Some plants didn't install them. I do know in 1985, Arlington, TX plant did not. Check the screw holes carefully for signs they were threaded. It's hard to verify for sure based on the pic, but it doesn't appear there was one there. I'm half blind though. If the screw holes have been tapped, then it's likely someone took the plate off for whatever reason. They just had hex head self-tapping screws holding them on.

Here's an example of my 87 442 cowl tag.

Thanks guys! It appears that my Mexican-built Elsie never had one installed - no sign of threads in the holes where the screws would have gone (see photo of one of the screw holes below.) Plus with my Uncle being the original and only other owner, I know it has never been in a situation where someone would have removed such a thing.

You should have a SPID tag located in the glovebox. My 86 El Camino was like that.

It looks like a 3 in the first pic where it shows the VIN. It does to me, anyway.
