Cardone as of a few years ago included the circuit board when you bought a rebuilt motor with the cover. I looked back on several G body sites and that is what guys were doing. I have the delay wipers in my 87 GN and never had issues with them. I also have 3 spare motors with the board. I know where there are several more. I might just grab them. From what I found, it also looks like the 3rd Gen F bodies and the mid 80's A bodies have them as well.

After doing a little research, here is what I have learned:

1. This unobtainable wiper cover thing was still used well past the end of the G-Body era. When finding a motor that had a separate, replaceable delay board that can be purchased new, I had to go clear into the 2000's.
2. Electrically, most of the motors are compatible with the positive ground setup in the 84+ G-Bodys. The color coding for the wires are not standardized, but all the functions are there.
3. The diagrams from MalibuRacing are for the old style setup, not the 84+.
4. Wiper motors after the G-Body era went to a tapered shaft that is not directly compatible with the straight splined shaft the G-Body runs.

The best candidates that I will likely scavenge from the U-Pull are the Cardone 851029 that was in 2000-2005 Bonnevilles, and the Cardone 851030 that was in all 2nd gen S-10's and Blazers.

The S-10 motor is pretty easy and cheap to find, and I believe the wiper arm will work with a G-Body without mods. Their OEM delay boards do seem to have failure issues, but the replacements seem to last.

The Bonneville motor does not use the rubber grommets in forked arms, instead having threaded holes in the motor body to mount with. This would be easier to mount on the mount plate, as the holes can be drilled directly and grommets added later. The Bonneville arm will likely need replaced with an S-10 arm to interface the wipers correctly.

There are a few other good options out there, but these were ones that had particularly good wiring diagrams to work with.
Keep us updated. I'm always interested to hear and discover what upgrades fit and can be used to replace discontinued parts.
Awhile back I was also looking into a replacement for the later type motor and delay wiper circuit board. Replacement circuit boards were nearly obsolete and could not be purchased anywhere. I was able to find a few in the junkyard. You can't buy rebuilt wiper motors with the delay board and cover.

As of several years ago Cardone did sell rebuilt wiper motors with delay boards and cover. The Turbo Buick guys were buying them and reported that they were available. I have not checked current availability but I have enough spares for myself to last me until I croak. :)

Cardone #40-175 is the only listing they show now and it's just the motor. No washer pump stuff.

Got me an S-10 wiper motor and pigtail from the junkyard today, although it will likely be Sunday before I get the nasty thing cleaned up and poke at the wiring.

Very interested in a set up for an 85 regal that will work. Delayed wipers would be a nice addition.

Got me an S-10 wiper motor and pigtail from the junkyard today, although it will likely be Sunday before I get the nasty thing cleaned up and poke at the wiring.
Let us know how it works out. I'm curious. The plug and wiring might also be slightly different, hopefully you took those pieces out of the donor vehicle.

After some preliminary inspection, the S-10 motor would be almost bolt-in except the motor is clocked so that it will hit the brake booster if the factory bolt holes are used. If it wasn't for that, the crank arm would be in the correct position and 2 of the 3 mount holes would be in the correct spot. I may see if I can reorient it, but the 2000's Bonneville wiper has more compact mount points that avoid this issue completely.
