Shoulder to lap belt only conversion

Per my experice from my old '72 Monte, GM changed they type/style of the shoulder belt in Jan '72. Went from having basicly two sets of belts for waist & shoulder to one set with three belts that the waist male buckle has a key hole for the detachable shoulder belt with everyone's favorite buzzer/warning light set up.
I was just curious I have a neck issue and cannot wear a shoulder belt I also have a medical exclusion to wearing a seat belt but was thinking a lap belt would be better than nothing

There are better options out there depending on your height. Look into something called a shoulder belt positioning clip. It effectively shifts the geometry away from the buckle so the belt it not as close as your neck.

You do lose some protection, but, still retain more than a lap belt provides.

There are exceptions, such as a bona-fide medical condition, mail carriers, shcool/day care buses, public transportation (except taxis), parades, emergency vehicles doing emergency operations, etc. So do your homework.
I drive part-time a 14-psgr Mercedes Sprinter van for a limousine service. The owner built it out himself with commercially available perimeter bench seats that only have lap belts. With a stiff suspension, you hit any potholes, narrow lane directional changes, or speed humps, passengers feel it. Almost like riding a rollercoaster and getting whiplash.
