I was wondering on the smog pump is the pulley supposed to move? I was given one and won't turn......so wondering if it's seized and if so can I unstick it?

Okay going to check all that and when I drive/ accelerate I hear like somewhat of a fluttering noise perse.....could that have something to do with the efe system and does take a bit longer to warm up like sputters in a way

How do I know if working properly/stuck?

Can the circuit board cause it to blow a fuse? And exactly how many bulbs are supposed to be attached?
