I have an 86 Regal with the 307 that has developed a small issue starting. When I give it an initial pump to close the choke it fires right up. But it takes about 30 seconds for the pull off to open the choke. So, it fires right up, sputters and smokes because its starving for air, 30 seconds (or so) later, the pull off opens the choke and it smooths out and runs great. My question is, what could cause the choke pull off to take so long to work? If the pull off would work as soon as its supposed to, it would start like a new car.

Replace it, see what happens. If there is a part number stamped into it, get one with that same number. Different pull offs opened slower or faster.

I agree. Sounds like it is leaking. Take it off and test with a MityVac. It should open slowly but steadily and stay open. Sometimes they open just a bit but then the leak is too great and it stops short. . But mostly they just leak so much they don't open at all. It sounds like it is not opening at all and the actual choke is finally opening after it gets warm. Another thing to note if it tests OK, is that there is a specific amount it is supposed to open after fire-up. There used to me a numerical value that you could measure with a drill bit from the flap to the carb body. About 1/8" to 1/4" is common. You adjust that with the small Philips screw on the linkage. Then GM went with a flap-angle measuring tool that no one owns. I just go by the old values and fine tune for a smooth start-up.
