Eddie Tovar's T-Type Regal has 22x12s on the rear with just frame notching.

Nice, I'm just going with a 20x12. Any idea what size of tire he's running do you, I think proper fitment would be 325 width and the lowest profile possible to to come as close as possible to the original overall diameter.

I don't know his tire size, but I have 295/25/22 on the 22x10.5s for my F-body and the 22x11s for my G-body.

I you look at the picture of the Regal with 12" rims, those Aint 325's. The Tread width on a 325 is 12" and the section with is 13". They look like stretched 295's. In the picture, the Rim lip is wider than the tire:

That would not be the case with 325's.

To get that look (with 295s) and have it work, besides the frame notch, you'll have to do some rolling of both the fender lip and if you still have the wheel trim, work the wheel trim (trim shape roll), which on a car like a Regal, isn't easy.
