Deleting A/C, but want to retain heat.

Mine has been taken out and the spliced the hose with a PVC piece.
"The maximum recommended operating temperature for PVC pressure pipe is 140°F. " -Google
Not sure what type of PVC piece it is, but regardless you may want to consider replacing it with some sort of metallic equivalent.

Actually the hot water valve only cuts off the supply of hot water to the heater core in the Max Air position

So 400 bucks worth of new parts make it not worth having A/C? My shut-off valve did not work and I put a manual shut-off in my heater hose. That really will help how cool your A/C will get. The A/C is more for the wife and kids than me, but after working all day out side when it is 95° and 100° humidity it is nice riding home in A/C.
