If you want to use a choke for easier starting, I would recommend a Quadrajet with electric choke. It needs a 12volt key on power source to operate it and then it works automatically for you.
That is a divorced choke style that is converted to manual choke with the cable.
Do you want to keep using the cable choke? We can build one to match up with your connections.

I have seen many converted to manual choke use. Either from original divorced choke or even hot air or electric types.
You have the Chevy 305? What year? Any engine modifications? Take a picture of the choke on other side of carb. We can match it up for you so hookups are the same.
Don't go to autozone, you will likely get something worse than you have. You currently have a commercial remanufactured Quadrajet, and they are a mess.
We can custom build a good replacement for you with some engine, vehicle details that will run great and last you a long time.
Lots of cars have clogged heat passages from age and hot air choke doesn't work like they should. They are good if they have proper heat source.

If your secondaries aren't opening, check to make sure the choke is completely disengaged. The primary choke flap should be completely open. If it is engaged at all, the secondary lock out will prevent secondary blades from opening.

Fuel evaporating faster when sitting a few days. Can't help that, but couple of things you might do to possibly help.
Make sure float is set correctly. Keep it about 9/32". This allows maximum fuel in bowl.
Don't use the seat clip on needle/seat that holds it to float...

Maybe you want to consider a Quadrajet, maybe not.
Since you mostly street drive, the Quadrajet has great street driver ping manners and can certainly deliver the power when necessary when set up for your engine.
All Quadrajets are capable of at least 750...

They are good street driving carbs. They tend to bolt on and run in most stock engine setups pretty well. They are the old Carter AFB style used in early 60's. They are easy to get in new form so they are popular.
Use caution though on a modified engine and on high rpm pulls as in stock form...

It does sound like your fast idle is sticking.
Make sure your choke is not engaged at all when you have the fast idle situation. If your choke is engaged at all, it will engage the fast idle cam.
As mentioned, spray carb cleaner on passenger side choke elements...
The hot air choke wasn't an open vacuum port. It was looped. Leaving it open creates a vacuum leak, which is why Cliff, myself and other builders recommend blocking all ports not in use.
