Excellent, I will give it a try, however the belt is pretty worn down and may not even grip well anymore.
However, suppose I would want to change the power steering and AC Belt. To get the fan off, does it require a special clutch fan tool? .
Also could the pulleys seizing be a possibility...

So an update here on the issue. My battery and alternator both tested bad, so i got kal tire to swap my battery under warranty, and partsource to replace the alternator...

If its not your belts, its the alt, my oldsmobile has been giving me charging problems lately, and one of the replacement alts i tried did exactly what your did, go get it tested for free at partsource cause chances are its shot.
This is true, but if this battery is bad, its definitely in the beginning stages, because it charges fine on a trickle charger.
But ill double check the readings again, i dont have a difference now with the positive battery cable bypass, but with the wiring harness there was a .2 difference for...

Sadly its not. The original alternator and 1st one i swapped in, so far have not outputted more than 12.8 volts max. The 2nd one i installed over the weekend only outputs 11.90v, and oddly keeps the charge light on with the motor running, while the other two did not.
A bad battery is possible...
It's possible its shot, but i've always used a trickle charger on it when its not be used by the vehicle, and that charges it ok.
I can call AMA (think its called AAA out in the US) and have them test the battery im sure.
Another thing you can try is pinging a webpage and seeing how much of a delay you have in terms of a response.
This is a screenshot i took just now pinging google. Your response times (ms) should match or be very similar to mine.
