    car is sputtering like crazy

    Since it was starting to have this problem prior to the shop visit I would lean toward a failing fuel pump. Have them do a pressure and volume test on it, NOT JUST PRESSURE!

    The problem started after the work on the carb, so, that is the problem. I would guess the secondaries are not opening. If it was the power valve it wouldn't run at idle.

    You have to convert from optispark to a distributor. The optispark is a sorry ignition, so converting to a standard distributor will allow a larger choice of parts and a MUCH hotter spark.

    Something is HOSED! You shouldn't have to spin it more than a couple of minutes, depends on drill speed. And three rockers total on both sides, that's messed up. Need more info on what you did to help.

    how to stagger piston rings on sbc

    It really doesn't matter. The rings rotate as the engine operates, so they do not stay where you put them. Just make sure you don't have all the gaps lined up when you install your pistons.
