1979 Buick regal air only coming from floor vents

Need help need help trying to fix my car just put in a new heater core and the air only coming out of the floor vents

You probably have a leaking vacuum line somewhere under the hood.

Leaking or no vacuum. Check vacuum to softball size reservoir first. Crank engine to see if you hear a hissing noise

Once you determine you have vacuum to the system I would focus on number 4 and 5 and be sure the control is operating them properly.
