85 monte carlo electrical issues blah!

So I tried out my electrical system and I'm not getting any power into the interior any ideas can someone get me a list of things to check lol hook ups to starter are fine also I thinks its the fuse block and cut wires can you guys tell me what's missing I have power nothing on this car either its a 85

the on pic is of the thing that attaches to the side of the fuse block theres wires cut there also. is there plugs that need to be in the fuse block that im missing? any help is very appreciated
