86' Olds 307 Valve Adjustment

I plan on finally getting around to replacing the valve seals on my 307 in my 86' Regal and wanted to know the procedure for reinstalling the rocker arms as far as torque and or adjustments needed.
Also I have a new set of Comp stock style hi energy rockers I would like to use part# 1242-16

I do them evenly in pairs to 25 ft/lbs, which is the spec.

So do you put the pair on the base circle of the cam first and then torque them to 25 ft/lbs?

Sure but I have torqued them all at once without turning over the motor.

Thanks, I thought with the Olds you just torque them all down, I am used to adjusting off the base circle with the Chevy's and wasn't sure if it applied to non adjustable valve train of the Olds.
