My "new" Monte is leaning left side rear about 3/4 of an inch lower than right side. Replaced shocks and springs. What's up? 1600 miles on the car.

If you replaced shocks and springs and it's still doing it, then something is either twisted or bent. JMO.

park your vehicle on a flat surface and measure the ground clearance on the frame at each end of the C channel. If they are all the same then it's the body that is the problem, if they are inconsistent then it's the suspension

Classic crappy metric frame build quality. Jam a 1/2" thick rubber spring isolator in there and see what happens.

Your aero has what Us city folk call a “Gangster lean” the only remedy being a must sell of trade(to me;))...I’d start with a spring, brake upgrade(while u are @ it?)and body bushing appointment...
