No at least not what you would normally assume. All the reeding I’ve done says bbc doesn’t oil well.
Big blocks oil fine. With the right priming tool there should be oil. What does the priming tool look like?

I assume there should be a sh*t ton with a priming tool in an electric drill making 50+ psi. Once you see it coming out of 1 or two rockers then rotate the motor 90 degrees -
Lather, rinse repeat for a full revolution.

I bought the tool and used it first. And then I got a distributor and used it.
I have a sniper distributor on my other car and they claim you can use it on small block or a big block and it’s got grooves for O-rings also. It just seems when you go out to purchase a distributor nobody’s real clear on which distributor for which block.

It's possible someone might have installed oil restrictors in the back of the block which would restrict how much oil comes up to the valve train

When I prime my BBC with a drill it takes a long time for oil to reach EVERY rocker. Very common. You said you did run it? If so how long? No oil at rockers after running? The oring usually does not get used on the distributor, only if the block has been modified for it

I’ve swapped distributors from small block to big block and had zero issues and used them with o-rings and without and never had an issue getting oil up top. I think it’s time to look for an internal leak. Maybe a plug at the front of the oil gallery is missing. Could be a restrictor, but I think it’s time to start looking inside.
