When assembled the wiper lever feels locked in place and won't move the switch anymore.

Does anyone know what the part that the wiper lever pops into is called? Pretty sure its broken.

thats your wiper switch.
so here is how it goes, wiper switch pushes on the black plastic thing in your first pic, the black plastic thing then pushes on the round metal rod that is hook shaped, i see it in the video. the rod then pushes on the high beam switch. the high beam switch is spring loaded to keep tension on the whole assembly. make sure the metal rod and black plastic thing move and operate the high beam switch. these must work or you will break the next wiper switch you put in.

Is the tilt head sloppy? Sometimes, if the upper column moves very much the rod pops out of the dimmer switch, as it isn't inserted very far to begin with.

No, it's tight. The wiper switch arm is actually broken. I now need a whole new switch. the thing that has the hole that the wiper lever slots into. that thing.
