Early Fuel Evaporation actuator. It is connected to a fail open valve in the exhaust manifold so when coolant temp is <155 degrees, vacuum is applied to the valve and the valve closes forcing hot air through the intake port and out the other side to that exhaust. It's for quicker engine heating on warmup to help keep the fuel vaporized in the intake instead of puddling.

It won't hurt anything like it is but a minute or two longer warmup than if it was otherwise operational. Just make sure the vacuum source to the TCV is disconnected/plugged so you don't have a vacuum leak.
