Can anyone describe the 1 and 2 quick CEL code is, what are the symptoms and what are the fixes? Google has some really bad info on this, it amazes me.

More or less a check code. Not a problem code.
Will start with the 1...2 flash, then your error codes If any then back to the 1...2.
Code 12No distributor reference pulse (diagnostic test active)

If you get a 12 code while driving, it's a problem. But during the diagnostic tests, you expect it. This means it is in active diagnostic mode and communicating with the ECM. If this is the only flashing you get, then that's good. Means no driveability codes. If it does, listen to what 79 USA 1 is telling you.

I’m guessing the new carb may be throwing different signals and readings to the ECM - perhaps relearning? I know their not the new smart cars, but do they relearn new computerized parts added?

If you're not getting any other codes, then probably not. The TPS setting on the different carb may cause a code, but you should have seen that by now.

How long should I expect to see this flashing? I’ve turned it off and on /started and each time has been flashing with no following code

It will flash each code 3 times before moving on to the next. If you are only getting the code 12, with the key on but engine off, then it is nothing to worry about.
It’s flashing upon starting the engine and following. - I’m sure it would flash if I just turn the key on and didn’t start but didn’t do that yet

Maybe I assumed here where I should not.
You do have a code scanner plugged in the Assembly Line Diagnostic Link (ALDL) port under the dash and the code 12 is with the Key On, Engine Off correct? Or is this code 12 flashing without a code scanner installed and the engine running?
