I have the factory carberator on my 79 Grand Prix, how far should the choke be closing on a cold morning? Thank you for your help in advance.

On a cold motor it should be closed completely.

One tap of the pedal should close the choke. Once the motor starts the choke flap should open about 1/8" to 1/4" to give it enough air to run. As the motor warms up the choke should open up all the way and stay that way. '79 used a hot air choke. I prefer to convert to electric.
