It's all about ground potential. It stands to reason that the coolant should be grounded already as it is traveling throughout the grounded engine block. The peripherals (heater core, radiator, etc.) are usually insulated by rubber mounts or the heaterbox. It may just be one of those mysteries that never gets solved.
