Do the backs on these seats go all the way down if the "chrome" hinge covers are removed?

What do you mean by “all the way down”? As in fully recline?

I believe it depends on what year of seats they are. They look exactly like the seats in my ‘80 Calais, I can recline them nearly 180 degrees regardless of the hinge covers or not. My seats will recline back until they rest on the back seat cushion.

But I’ve read posts from other guys on here where their later model Cutlass seats don’t recline.

Sorry, I meant the rear plastic panels. Are they like the Chevy version with the chrome overlaid, or are they cut out to accommodate the plated pieces?

Crap, I’m trying to remember now.

I’ve had a set of the seat backs off too, I wanna say that the chrome parts are overlaid and attach to the hard seat back.

I don’t believe they’re cut out.

Same covers as the 78-81 Chevrolet versions but cut for the reclining hinge. From what I understand, regular Cutlass models came with non reclining buckets. Salon and 442 and Hurst models came with reclining.
