So my wipers refuse to work, i know its no the motor as the fuse blows without it plugged in, my question is if its the switch or something else under the dash i have no idea any help would be nice.

You need to sectionalize the circuit to troubleshoot. Start by unplugging the wiper motor. Does the fuse still blow? Yes- unplug the switch. Fuse blow? Yes- then it's in the wiring (which I doubt). Does the fuse blow as soon as you put it in? When you turn the key on? What year car (assume 83)?

There's not a lot of wiring between the fusebox, switch, and motor, so I wouldn't concentrate on that.

Yes it’s an 83 and I didn’t know if their was a separate board under the dash line in modern cars of if the wiper switch in the stalk goes right to the motor and hey are delays

No, the only board is on the wiper motor for delay/pulse, and that is made of unobtanium. The only power feed goes to the motor assembly; the switch controls the grounds.

Perfect so my issue has to be either wiring, which I doubt or the switch on the stalk

Don't jinx yourself!
Pro tip: use Rain-X washer fluid to reduce wiper motor usage.
