Not sure what the GM spec is specifically but a 10.9 12mm bolt indicates 143# max torque limit. I would be ok w/a 100-120# number max.
Final torqueing on suspension pivots should be done w/full weight & compression on the chassis.

*EDIT* Just found this online. It's listed as being from a '78 Chevrolet passenger car repair manual:
Rear Suspension
  • Upper control arm
  • Front bushing nut - 70 lb. ft.
  • Rear bushing nut - 73 lb. ft.
  • Front bushing bolt - 70 lb. ft.
  • Rear bushing bolt - 80 lb. ft.

  • Lower control arm
  • Front bushing nut - 70 lb. ft.
  • Rear bushing nut - blank (70-73 lb. ft.???)
  • Front bushing bolt - 70 lb. ft.
  • Rear bushing bolt - 73 lb. ft.

  • Shock absorber
  • Lower nut - 62 lb. ft.
  • Upper nut - 12 lb. ft.
  • Upper bolt - 20 lb. ft.

Is this rear end going back under with a set of the stock coil springs and upper and lower links or are you using aftermarket parts?

Only using aftermarket lower trailing arms
what kind of arms and type of bushings? i only ask because when it comes to a poly type bushing there's a few different opinions out there on how much to torque them compared to a vulcanized rubber one.if it's a spherical bearing or rod end/heim joint you can tighten it in the air w/out issue.
