something strange with that, the cop car is facing the same way the Monte is that is "fleeing" the scene but the cop chooses to ignore the Monte to pull a u-turn and stops at the car that was clipped.....

The cop must have been a G Body guy and he decided to write the guy in the Jaguar a ticket for impeding a cool burnout by a Monte Carlo! Lol.
I'm guessing he got the plate number of the guy in the Monte Carlo and probably put that out on the radio. I still think it's strange he didn't try to catch the guy. Maybe there was another cop in the direction the Monte was heading and he stayed behind to do an accident report or something.
cops won't rely on a plate number to track someone down, the plate or car may have been stolen. The road also has tire tracks from a previous donuts so I would say this was staged....

This was in Downtown Detroit on Fort Street, there are literally 400 cops every half a mile. There are 200 cameras. You don't have to have a high speed chase with anyone around there.

Certain cities or towns have a do not chase policy due to the high population and putting the public in a high risk of injury or property damage.
Cities like this are usually anti-police high lawsuit areas.

I spent enough time in Michigan/Detroit to know that these idiots are everywhere down there.
Sometimes they even visit from Canada and get rearended on Woodward.
