I don't see the actual headlight bucket in your photo, just the header panel and the adjusters.
Also, do you have the tensioning springs installed? The adjusters have to have the tension supplied by the springs to pull against and keep everything tight. The springs go between the headlight bucket and the header panel.

The tension spring was my first though too since you don't show the bucket in your picture.

The adjusters go in the three slotted holes on the top and sides - they slide into the slots under the head of the adjuster screw.
The springs go into the small holes visible in your pics at the top and bottom of the bucket.

I'm not sure. I can't see the holes in your header panel where they install. Have a look in your opening where they should go in relation to where the spring holes are on your bucket. That should tell you how many you need per light.
Sorry I can't be of more help in that respect, but I'm a Cutlass guy and they're slightly different than your Monte.
Maybe some Monte owners will chime in on how many you need.

Oh right. Sorry, my bad.
It's been a while since I've had one of these apart.
IIRC, the springs hook onto the sides of the bucket. There should be an indentation somewhere where they hook onto.
Sorry for misleading you there.
