OLDS Heater Hose Diaphram Device

I have a 1984 Cutlass Supreme Brougham with a 6-cylinder 3.8L V6. Attached to the heater hose is the device in the attached photos. What is it and where should it be attached? Is it needed at all? Thanks for the help.

It is a heater control valve. Vacuum is applied when HVAC is in the MAX position to prevent coolant from flowing through the heater core.

I see the vac line is broken off in your pic.

Vacuum for it is sourced from a white or gray line from the hvac. Its run right next to the purple vac line. It enters the engine compartment from passenger firewall, under the ac/heater box.

Thanks for the information. I will investigate closer at this point. After investigation, the line is so brittle and the control valve is very rusty. Can anyone provide a lead on a replacement heater control valve?
