Help with under trunk and lower quarter panels

I need some opinions please. My under trunk area where frame mounts are badly rusted through. Pictures below. Until I grind away at lower quarters I won't know how far up the damage goes to there. Can anyone tell me if I should get outer fenders or do they come in smaller patch panels. Also a picture of the kit I have for repairs so far.

Having been in this situation now for a while I understand this dilemma of where to start.

If you buy patch panels, dont plan to use the whole panel. They are not perfect and are not exactly the same. Cut the minimum amount you need from the replacement panel to make the repair to good metal. Use tape to make cut lines and measure 5 times before you cut anything. It's not super hard once you get going on it, just take your time.

Start with a wire wheel or a strip and clean wheel and get to bare metal. Then plan your patches and cuts.
