My 1979 Monte Carlo does not have a off position on heater controls when the car is on blower is always on low my medium and high also work so is blower supposed to run on low all the time??

This sounds Just like my 79 malibu I had YEARS ago, no ac, and NO off for the climate controls. I hated it because it always felt like hot air was pouring into the vehicle. So if this setup was like mine, yes, it will always be on low, turning and squeaking away lol

Why? It's fine running in low until the resistor pack burns out.

No but was thinking of put one in later but looks like it is what it is
