Holley red fuel pump issue

Hey guys i am running a red holley fuel pump on my carb lt1. It is wired thru a relay and holley oil pressure switch per manufacturers instructions. I have a clear filter up by the carb. Im not getting fuel. I attempted jumping the pump directly at the pump leads with a seperate battery. and pump does nothing. This is a brand new unit. Any ideas?

Check grounds. Does it make any noise at all?

Put an ohm meter across the pump contacts. see if the windings are open.

Fixed it. Took motor side apart. Spun hard. Was a washer just floating in there in the bottom. Not sure what that's all about. Put it on the (armature?) shaft with the other one. Jumped it and it buzzed to life. Threw it back in the car, had fuel to the motor instantly.

No idea. It's a true Holley. Probably Taiwan.
