How do I fix this seat?

Are probably going to have to separate the seatback from the cushion for ease of access.

Cut the hog rings holding the cover to the frame in that area...enough to be able pull the cover back so you can access the backside retainer and detach retainer from button.

Then, you'll have to separate the button halves, find a small piece of the fabric, and recover the button top. I believe these are not usually glued, but simply pressed together (in my past experience).

Then reattach button to retainer, reattach cover with new hog rings, reassemble seatback to cushion, and off you go.

My guess is that the fabric pulled off the button as people slid their backside down the seat while getting in.

Just one of the reasons I don't particularly care for adornments in the seating areas.

I'd like to see the chair after you complete the repair, or is that it?..... o_O
It's just the backside of a button with a small portion of material from the seat.

Pull the material off and paint them the same color as the seat

I bet no one notices unless you point it out

I'd would notice. Plus, paint would wear off. The button is in a fairly high wear area. When I was junkyarding several years ago, I knew that back seats were hardly sat in. Checking the 85 Cutlasses with baked out and split fabric rear seats at the top allowed me in good conscious to cut out the buttons I wanted. Back seats were nearly perfect except the cooking of the tops which made them brittle and split. Sad too.

The Cutlass buttons are not exactly what was pictured. They have a plate and that's about it. No little piece of rope or anything. Just a pin and a push through plate on the back. The buttons are crimped all the way around the edges of the fabric to hold it in place.

Not sure if anyone can replicate that. They might. If you know someone who can do it and need a little bit of new Dk Claret or Medium Gray 1985 NOS fabric to cover the buttons, lemme know.

Good info thanks. I'm sure I could use a strip on that dark claret material. I would think if it can be done it would need to be done with new material!

A real shame it can be so difficult to repair a seemingly minor flaw in an otherwise excellent shape seat.
