how to get rear seat to lock

seat back or seat bottom ?

The back clips on 2 hooks and you pull it down on to those hoods in the body. The lower portion bolts into the seatbelt anchors.
The lower snugs up under the seat back and you push the lower part of the seat frame ( towards the back bumper ) until it clips in place with one clip on either side.

My brother and I had trouble with the lower back seat cushions on his 78 Z28 after he had them reupholstered. With new foam they didn't want to go into the clips easily. It took both of us to compress them enough to get them to snap in. Just get the wire frame in the back portion of the 'clip' and then push back and down on the seat and it should snap in.

Sometimes you just have to body slam those cushions in.
