If you applied for an SBA EIDL prior to the roll out of the "streamlined" form. You need to reapply. You may be waiting as I was, believing your loan was being processed. It's not. I talked to the SBA yesterday and they told me flat out. If you did the long form, they likely aren't even processing those right now. The assumption is the short form people want the advance so they are being processed.
Fortunately the "streamlined" form isn't too bad. Basically typing. No documentation needed.
