It's the white switch near the bottom of the column in the pic below...*edit...totally read the title wrong...read it as neutral safety switch...sorry about that

The white switch near the bottom is the neutral safety. The beige switch near the column mount is the ignition switch.

The white switch near the bottom is the neutral safety. The beige switch near the column mount is the ignition switch.
Is there suppose to be something running to the neutral switch an I see the ignition switch could one of these be the problem why my key won't turn on it's stuck

If the lock cylinder won't turn it's likely one of three things:
1. The shifter mechanism portion of the column is not correctly in the park or neutral position.
2. The lock cylinder itself is bad.
3. The ignition switch is hung up internally.

You could pull the ignition switch to test it. Mark the location of the switch on the column first as it will slide up and down on the column once loosened and the adjustment is important. Pull the switch off the column. You will notice how a small linkage rod from the lock cylinder stabs into the bottom of the switch. Now try to turn the key. If it still won't turn, the ignition switch is not the problem. Make sure you aren't fighting the steering wheel lock.

Is there a special tool to get this ring off this plate
