I got a 1984 monte carlo ss went to start it and the ignition switch with key in just turns like its not catching on to start. I thought it was the switch I put a new one in and same thing. I think there is a rode that connects to the ignition but not sure how it goes Anyone have an idea of how it works.

If you changed the ignition switch then you know what the rod is going into it. Lay your left fingers on the rod while turning the key with the other hand. Does the rod move when you turn the key?

You can improvise a pin tool with a small socket that has an inside diameter larger than the pin a bolt with a couple inches of threads on it that screws into the pin a flat washer and a nut.

Put the nut and washer on the bolt thread them back most of the way to the head of the bolt, put the socket over the pin screw the bolt into the pin run the nut and washer down to the socket so it holds the socket in place. Hold the head of the bolt and tighten the nut into the socket. Home made pin puller.

Always remove the big tilt spring on the bottom (has a tin cover with a square hole in it, press a large flat screwdriver corner to corner in the square hole and press and turn like a bayonet light bulb) before removing the pin.

If you mean the rack gear and other parts in the last pic, as far as I know they are the same on all GM tilts from 1968 till they quit using that style column in the 90s.
