SEM shadow blue works well for the 80/81 and 85+ dark blue.

For my Monte I also used SEM color coat, for me it was camel and landau black.
I used mostly SEM plastic prep to clean my panels and Tuff Stuff first to clean a couple dirty areas but I didn't scuff them I just made sure they were clean and I also used Bulldog adhesive prior to the color coat and after that I put a couple coats of SEM low luster clear on for use as a protectant.
My dash was dark gray, center console was blue and interior panels were light gray.
So if you want to change the color now is the time to do it.

Just as everyone else Dawn, grey scotchbrite and some time. Prepping it is the most important thing. I added the step of using SEM soap after the Dawn and followed that with SEM Plastic Prep before I sprayed the Bulldog. I will say that the Bulldog comes out of a spray gun better than a rattle can. The gun atomizes it better.
I use two small detail guns when I do interior plastic. One for the Bulldog, one for the color. It makes it easier instead of cleaning one gun between coats.

I'm about to do mine, after reading this I'm going to go SEM with bulldog adhesive as well. What do most people do when painting sun damaged or deteriorating plastic? Is there a way to fill it in and smooth it out

You could try SEM texture coating prior to painting the color coat.
