Interior rear seat sail trim panel

It's been a couple of years since I took my interior apart from my 84 Hurst/Olds. I'm working on putting the back seat area back together. Specifically, the rear seat sail trim panels. My question is regarding the upper panel jute padding.
1) Does the jute padding get glued to the metal of the car? Or the plastic of the panel?
2) one side of the padding is jute material, the other side is a paper material. Does the jute or paper face the interior of the car?
