Is a new fender in my future?!

What’s up guys/girls!

Long time lurker first time poster. I bought a 87 Cutlass and noticed that the fender on the driver side looks like it took a hit of some sort. It definitely has a few wavy spots. My question is with the shape of the fender, from the pics below is this something a body shop can doctor back to norm or do I need a new fender.

Looks like a Bondo job from the wavyness. Is that a crack in the paint above the wheel lip molding? I would say it will need to be striped down to see what kind of damage is hiding under the paint.

Anything can be fixed. I'd be more concerned about matching the paint when it's straight. Kinda looks like pearl metallic in the first pic.

If it were me, I'd locate another fender before literally digging into what you have. No telling what's in Pandoras box till you open it. Then IF yours is scrap, no time lost.
