Is it necessary? Can I just use any old primer? What's so special about that 20-60$ bottle?

You mean the primer for the urethane? Yes, its necessary if you want a good bond. The urethane should be sold a system with a primer, kinda like PVC cement. They do make primerless urethanes but they aren't as good as one that uses a primer.

Unless you're going over a paint or bare metal you don't need primer. You can put new urethane on top of the old cut urethane

I ended up buying two bottles. It's safe to put over bare cleaned metal, yes?
