Lower control arm bushing loose

Guys I have a new set of LCA's from Allstar. The bushing in pic "falls" into place. See pics. If i push it tight it is flush on the bottom and 1/16" out on the top. Trying to press it in does nothing. Is this normal?

Not at all normal. One of those parts is no good.

I have those control arms on my Regal and bought the bushings from RockAuto and I had to press those in
