Lower shift bowl moves when put into gear with a console shifter

Most of the time after I put the car into gear and say that the car stalls out the car will not go far enough to crank until you move the lower shift bowl back is there an adjustment that I can make

There's a bolt on the swivel that connects the backdrive rod that feeds back to the steering column. Loosen bolt, adjust as required, tighten bolt. Not star-torque tight, don't want to break stuff.

Loosen bolt, push rod up as far as it will go. Tighten bolt. Check it in Park and in Neutral to see if it will start. If it does, you're golden. Make sure it does NOT start in gear. There's also a backup switch on top of the base of the steering column inside the car you can adjust a little as needed. See pics below.
