Go back to the hood. It appears to me from your picture that you have a center trim hold-down peg hole that will be left open directly under the hood scoop. NOW is the time to go fill that in. You will have to unless you can make darn sure you 100% seal up your hood scoop. Otherwise, you will get water in there and it will find its way through that hole. H/O hoods did not have that hole pierced.

Since NO W40 hood was aluminum, then all aluminum hoods aren't set up for the hood scoop.

My 83 HO hood has that hole. Unless it was replaced in the first 5 years from original owner it was from the factory.
Looks to be hard to seal that bump 100%, thinking about leaving it for a drain hole lol

It must've been replaced or a factory fugg up. The H/O was not supposed to have that hole pierced. The hood even has a different part number than a regular steel hood.

There were thin foam seals on the H/O scoop between it and the hood. They sucked, pretty much, but what ya gonna do?

The drain hole as you mention will do nothing but allow water to sit on your air cleaner and if you have the center stud, water may enter the carb. Probably not a good idea to leave it. Of course, if you put a hood liner back in it, you may get that thing all wet as well. Still not a good idea. But your car, your situation. If you like it that way, go for it.

Thanks for the heads up, GM fugged it up most likely, had the common GM tape under the hole.
I remember seeing the HO hood PN at one time.
No liner, unless it's a nice one, going to the trouble of painting the underside why hide it 🤔

When I had my 84 H/O repainted, the underside of the hood got done as well. And a new hood liner was put in place.

IIRC, there was a butyl strip along the back of the scoop to seal it to the hood, and little washer/spacer deals under the studs. 3 on the front 5, 2 on each of the rear 3.

Look ma, no hole! Kinda tough to see, but no, there was no extra hole under the scoop.

Got some good stuff today 😎
Broke all mounting bolts loose yesterday, got one side raised up 4 inches, going to clean frame and under body up a bit and shoot some chassis saver and undercoating to the hard to reach areas
Core is out to get blasted prepped and painted.

Actually pretty clean except the stray hose🙃

Some more progress, getting some working room to degrease and clean front half prep for chassis paint. Neighbors must think I'm nuts🙃🙃
