Do 22 in rims on a gbody affect the car in any way? Like with the brakes, handlin, turning, speed and other things

Depends on the wheels, tires, and condition of the car itself and its parts.

get a backpack full of rocks run down a hill and try to stop its not going to work and they will rub common sense more weight harder to stop and even turn also your speedo will be off a lot. mind you if you do some upgrades on the breaks and gear the car right it will move like it would stock

Not an accurate explanation. 22s with the right size tires are the same overall height as stock wheels and tires, maybe even shorter. Some 22s are lighter than others, depends on wheel design. Wheels with the correct backspacing/offset will greatly reduce the chance of any rubbing. If your brakes and suspension aren't up to par before you add the wheels, it's best to address those issues before investing in wheels.
