I have a 86 cutlass supreme brougham and am looking to put on 24x9's in the front and 24x10's in the rear but was told to get the correct offset so they do not rub and so i won't have to cut or trim, what would be the correct offset i need?

There is not one specific right answer. Every car is slightly different so what works for one might require that 'cut & trim' on another. Vehicle height, suspension specs, & the tire height/s will also be part of the info impacting the answer. I would reach out to a shop that is known for building set-ups similar to what you're wanting & discuss options/strategy w/them. Their experience should yield some 'been there/done that' insight.

Or find a set of wheels of similar height and width so you install them and measure.
