The heads have the AIR tubes in them

Anyone know what size thread they are or who makes a plug for them?

That'd be the roller cam 307, with the swirl oval port heads, I believe 1/4" pipe plugs.

But you'd be better off if find set of the "5A" heads, found on 1980-85 307 engines. Install stock 350 valves (1.875" Intake and 1.562" exhaust) competition valve job, blend bowls, port/polish the ports and combustion chambers, mill heads 0.030", and run 3711 performer intake, and set of headers.

I was lucky enough to have factory plugs I transferred over on various 307's I ran. Seems to me they are actually fine thread plugs. Above is good but you still have a 307 and better cam is definitely in order as well and is a roller cam, a custom grind reusing the stock lifters still isn't cheap, talk to Cutlassefi and the Cloyes billet timing set as well. Of course an Olds 350 or 403 is easier at that point.

Try the NPT plugs, as long as they are close enough to seal. Also remove the tube end in the head before plugging.

Is there a separate tube inside the head?

Can it be removed without removing the head?

Yes and yes. Just find something to jam inside the tube and remove it.

IIRC the threads in the head are not pipe threads but straight (picture brake line). That said I did used to use pipe plugs, however I used brass ones. The threads on the brass plugs would deform when tightened with enough persuasion and seal up quite nicely. As far as removal the ends of each tube are again like a piece of brake line in the heads so as long as you got the end with the flare on it out of the head your golden and can jujust jam a plug in there. Don't remember what size I used though just take one of the fittings to the hardware store and. Match it up to a pipe plug that will work.
