Was wonder is anyone could help me identify this part. As you can see one of the fitting is broken off. Where might i be able to locate one. thank you

Looks like a common GM vacuum delay valve, but I've never seen one with 2 fittings on one side before. Usually they are in the EFE line and sometimes in the distributor vacuum line.

This is the vacuum check valve that goes between the manifold and the vacuum ball for the HVAC. The port on the left goes to the manifold source. The broken port goes to the HVAC. The port on the right goes to the vacuum ball. Dorman Products sells them under P/N 47150:
