Power Steering Pump Help!

Since the steering pump is a positive displacement pump, there should be some sort of bypass to handle system over pressure. Spinning the pump under high revs has to be producing more pressure/flow than the steering box needs to operate. I'm not sure, but I would bet that there is a bypass in the steering box (although I think it would be in the pump) that got clogged and won't bypass fully.
