Primer for a rust free floorboard?

Hi guys, I removed my 1986 Buick carpet and happy to see no rust at all. I have been cleaning and wheeling off the stucked on insulation and goo from the rubber backing of carpet. Once cleaned really well I want to brush a high quality primer before installing sound deadening insulation. I am possibly looking for a oil based primer or a 2 part epoxy? I must brush it on and NO Por-15!!

My vote is epoxy. No rattle cans.
this works great, pot life of 4 days after you activate it. It’s pricey but it gets the job done.
